What’s at stake
1. Unintended consequences: Blanket prohibitions encourage black markets and criminal networks.
2. Missed harm reduction: Nicotine alternatives can reduce smoking-related disease when regulated properly.
3. Policy clarity: We need clear labelling, age verification, product standards, and surveillance — not bans.
